Manager HR Services
Job Objective
Oversee efficient and customer oriented delivery of standardized HR services primarily related to Personnel Administration processes e.g. employment contracts attendance monitoring employee exits for all MOH employees.
Roles and Responsibilities
1 Contribute towards defining shortterm and longterms strategies for the Agency in line with the overall HR strategy.
2 Develop the annual business plan and budget for the reporting organizational units for further approvals.
3 Validate policies and procedures pertaining to the HR services.
4 Lead the implementation of the new HR Services processes. The HR services processes include but are not limited to –
Issuing employee contracts
Updating employee records
Onboarding of new joiners including visas and attestation
Employment referencing and preemployment checks
Absence and attendance monitoring and administration
Processing leavers including terminations and resignations
5 Discuss and agree on HR Services’ performance measures including targets for Service Level Agreements SLAs with the business representatives as required
6 Continuously monitor performance of the HR services processes and recommend changes to ensure better employee service
7 Conduct regular meetings with the team to identify opportunities for improving processes of HR Service Center communicate to HR Service Center team any new guidelines and operating processes
8 Monitor maintenance of records pertaining to employees across MOH and ensure proper storage and record keeping
9 Ensure adequate controls and accountabilities are built in all processes that require verification of official documents received from regional HR representatives and MOH employees before processing.
10 Guide reporting Managers and officers in executing their respective responsibilities towards the achievement of the function’s goals and objectives
11 Establish the performance plans for direct subordinates guide the Managers in establishing performance plans for their respective subordinates
12 Participate in the identification of training and development initiatives for all direct and indirect employees
13 Drive the engagement and satisfaction of all direct and indirect reports hold periodic meetings to share the achievements and address any employee issues andor concerns.

Instrumentation Engineer
Plan design develop implement and manage equipment used for controlling and monitoring different machines such as extruders and molding presses. Ensure that all the processes and tools are functional efficient and safe for machine operators and process technicians. Involve in troubleshooting and diagnostics mechanical and nonmechanical problems determine probable problem cause mechanic39s and operator39s responsibilities.
bull Maintain technical knowledge of process instrumentation equipment pressure flow temperature control valves etc.
bull Develop predictive and preventive maintenance procedures to insure improved equipment reliability.
bull Provide troubleshooting support and followup on instrumentation electrical equipment failures determining root cause and identifying actions to prevent recurrence.
bull Evaluate the existing instrumentation and utilizing engineering design processes to improve accuracy reliability and calibration records.
bull Recommend source and ensure proper installation of new instruments in a manner that will provide accurate reliable process control.
bull Provide hands on assistance to Electrical and Instrumentation Technicians with troubleshooting instrumentation problems including system calibration.
bull Assist in developing capital project programs for new equipment and major repairs.
bull Provide support for our Alarm Management and SIS and participate in PHA.
bull Utilizing computer assisted engineering and design software and equipment to perform engineering tasks.

bull Experience of selecting and specifying instrumentation and sensors
bull TCPIP and RS232 communication experience as applied to interfacing equipment
bull Servo systems concepts and purpose type motors and variations explanations and applications of direct gearbox and screw motortoload coupling motor and encoder shaft alignments servo system concepts servo tuning servo profiles
bull PLCHMI programming experience is advantageous or high level language experience C or Basic
bull Pneumatic vacuum and RF experience is advantageous
